Dave Celeste

Dave Celeste holds a B.A. in Criminology and a M.A. in Criminal Justice from the University of Maryland.  As an undergraduate, he worked with juvenile delinquents sentenced to community-based service in Prince George’s County, Maryland.  While in graduate school, he worked under a Law Enforcement Assistance Administration (LEAA) grant with the Commission on Accreditation for Corrections to develop standards for corrections agencies throughout the U.S.  He later joined the Westinghouse National Issues Center to work on another LEAA-funded project to develop a manual on crime prevention through environmental design for use by city administrators.  In 1978, he began his career with Montgomery County, Maryland in the Department of Correction and Rehabilitation by completing a significant research project on various aspects of the County’s Pre-Release Center.  He moved on to the Department of Police where his responsibilities included research and planning, fleet management, and budget preparation and monitoring.  The County Executive then appointed him to a team to develop, create, and implement the new Department of Addiction, Victim, and Mental Health Services.  His last assignment in Montgomery County took him back to the Department of Correction and Rehabilitation as Chief, Management Services for the Montgomery County Detention Center (MCDC).  There he was part of a team that designed and built the Montgomery County Correctional Facility (MCCF) in Boyds, Maryland.  Upon his retirement in 2001, the County retained him as a consultant until MCCF was completed early in 2003.

He started teaching at Montgomery College-Rockville during the Fall semester of 2004.  During the 2008 Spring semester, he was awarded a CTL Fellowship.  In addition to teaching, in 2006 he was recruited to do training for NetComm, Inc., a Rockville-based software development company.  He trains National Institute of Health staff to use web-based budget and personnel applications.  He also serves as the Chair of the City of Rockville’s Board of Supervisors of Elections, a Board on which he has served since 1993.
