Arthur Wallenstein

Teaching courses in Corrections and Administration of Justice,  Mr. Wallenstein brings both line operations and educational experience to his work at Montgomery College. He currently serves at Director, Montgomery County Department of Correction and Rehabilitation (l999 – Present). Managing the adult correctional system in a county of approximately one million residents his work focuses on jail operations, pretrial services and community corrections and reentry. Prior to the current assignment he served as Director of Adult Detention (1990 – 1999) in King County, Washington. His first Director/Warden assignment was in Bucks County, Pennsylvania (1977 – 1990). This covers 32 years as a Director of Corrections under 7 different County Executives. Prior to becoming a Warden, Wallenstein served as Assistant Warden – Illinois State Penitentiary – Joliet, Illinois and Analyst, Program Planning Unit, Philadelphia Prisons.

He was appointed to the Advisory Board of the National Institute of Corrections (US Justice Department) by then Attorney General Janet Reno (1994 – 2004) and a member of the Pennsylvania Commission on Crime and Delinquency by then Governor Richard Thornburgh (1980 – 1988). These assignments added public policy and program development experience to his line operations work and this is shared in each of his classes at Montgomery College.

Wallenstein received a BS from the School of Foreign Service at Georgetown University and an MA from the University of Pennsylvania. Both degrees were in International Relations with a major focus on foreign policy, the United Nations and a regional focus on Southern Africa. Field work was completed in Egypt, Israel, Namibia, South Africa, Lesotho and Swaziland. He co authored a standard university textbook entitled The Dynamics of International Organizations and served as a political affairs intern in the Department of State – Bureau of African Affairs.; He completed a field research assignment on the Thai – Cambodian border working of refugee affairs and the Khmer Rouge genocide for the US Committee on Refugees on the topic of Humanitarian Parole.

Prior experience as an Adjunct Instructor while working full time as a Director/Warden totals 19 years – Temple University, St. Joseph’s University, The University of Washington and Montgomery College. Wallenstein completed military service as a Captain, US Army Reserve (Military Intelligence and Infantry). He resides with his family in Olney, Maryland.
