ACADEMY OF FINANCE OR ACCOUNTING & BUSINESS STUDIES PROGRAM
INTRODUCTION:
Experts who fully understand and can apply basic business principles are in great demand. This
demand will continue to grow as the global economy expands. To help meet that demand, the
Montgomery County Public Schools (MCPS) has developed The Academy of Finance program. MCPS has
joined with Montgomery College to assist students to meet future employment needs by offering
them a joint curriculum that will prepare them for the exciting work worlds of business,
economics, accounting, and finance.
The College Tech Program is a partnership between Montgomery County Public Schools (MCPS) and
Montgomery College (MC). The program provides a rigorous, relevant curriculum for students who
wish to explore or prepare for careers in business, economics, accounting, and finance.
Administration, curriculum coordinators, and the respective faculties of both institutions have
examined the course competencies and content taught at both institutions in Business
Administration and Accounting and have agreed to: Develop, for the maximum benefit
of students, an articulated program in Business Administration or Accounting to prepare
students for degrees or certificates in the applicable programs listed in the chart below.
CERTIFICATION:
Students who wish to enter Montgomery College will present an official high school transcript
attached to a completed Articulation Agreement Credit Award Form verifying successful
completion of the articulated courses with a grade of B or better to the Montgomery College
Admissions and Records Office. To receive credit, students must enroll at Montgomery College
within two years of completion of an articulated program with MCPS. Credit will be transferred
upon admission into Montgomery College in an applicable program.

OTHER SPECIAL CONSIDERATIONS:
High school students who present verification that they are maintaining a B or better average
(3.0) within the Academy of Finance may enroll at Montgomery College while still attending high
school. The following courses are recommended for dual enrollment credit for Academy of Finance
students. Credits earned at Montgomery College may be transferred to MCPS for high school
credit providing students have maintained at least a 2.0 grade point average at MC.

- EC202 Principles of Economics II (prerequisite: EC201)
It is recognized that entrance into a rigorous college academic program is sometimes
overwhelming for the high school student. Mentoring from faculty in the department can help
young students with a variety of problems and challenges; therefore, a mentoring program will be
established and students will be encouraged to use this service.
The Collegewide Tech Prep Coordinator will communicate with MCPS/MC faculties to assure
integration of high school students into college courses.
IMPLEMENTATION:
To implement this agreement, the participating institutions agree to:
Offer approved Montgomery County Public Schools courses during grades nine through twelve in
mathematics, science, and technology that include prerequisite skills and content for courses
offered in the Montgomery College curriculum in Accounting and Business Administration.
Students should be encouraged to pursue challenging academic programs in grades nine through
twelve. Students may be required to take developmental courses in English, Reading, and
Mathematics before moving on to the next level course in their chosen Montgomery College
program.
Upon completion of the specific MCPS technical courses outlined in this Agreement, students
may receive college credit when they enter an applicable MC degree program as described above.
Jointly develop promotional materials to describe the program to students, staff, faculties,
parents, and the community.
Jointly develop and implement a procedure to monitor, evaluate, and assess the effectiveness
of the program.
Communicate this agreement to all concerned, including counselors, faculty, students and
parents.
Designate one MCPS administrator and one MC representative with responsibility for
coordinating and supervising the agreement.
Review the agreement annually and coordinate any curricular changes that may affect the
agreement.
THIS AGREEMENT, having been formulated by the responsible faculties and administrative personnel
of the Montgomery County Public Schools, and Montgomery College, and having been certified by
the chief academic officers of both institutions, is herewith agreed to for implementation
beginning with the Spring Semester of 2000.
