It is necessary to determine who is responsible for the information whether an individual, a group, and/or a sponsoring organization.  It is also necessary to determine the author's credentials for writing on the subject.

Ask yourself the following questions:  Who wrote the information?  Is the author even identified?  (Sometimes they are not.)  What are the author's credentials for writing on this subject?  Is any biographical information included at the web site?  Is there a phone number as well as an address, in addition to an e-mail link, for the author?  What are the author's affiliations?   Is it clear who is sponsoring the page?  (Sometimes it is different from the author.)  Is there an editorial board or a statement indicating the criteria for inclusion of the information?
