According to West's Encyclopedia of American Law, fair use "refers to a use of copyrighted material that does not infringe or violate the exclusive rights of the copyright holder".  17 USCA $107 allows for the reproduction of copyrighted works for the purpose of "criticism, comment, news reporting, teaching..., scholarship, or research".  (3:  244). 

Even though fair use allows for the reproduction of copyrighted works, fair use guidelines govern the number and portion of the work reproduced and must meet other criteria such as spontaneity and brevity.
