Robert E. Shoenberg, Ph.D. joined the Board of Trustees in 1995 and was re-appointed to a second six-year term in 2001. He served as chair of the Board from 1999-2001. Dr. Shoenberg is an education consultant working with colleges and universities, higher education associations, government agencies and public school systems. Dr. Shoenberg is a past president of the Montgomery County Board of Education.
Gene W. Counihan, M. S. was appointed to the Board of Trustees in 1997 and was re-appointed to a second six-year term in 2003. He was chair from 2003-2005. Mr. Counihan is the Maryland government relations officer for the Washington Metropolitan Area Transit Authority. He is a former member of the Maryland General Assembly, House of Delegates. He holds a master’s degree in administration and psychology.
Roberta F. Shulman, M.G.A. was appointed to the Board of Trustees in 1999 and re-appointed to a second six-year term in 2005. She is the current first vice-chair of the Board. Ms. Shulman is a consultant and executive coach with Shulman Associates. She received her M.G.A. in management/marketing from the University of Maryland School of Management and Technology with a certificate in leadership coaching from Georgetown University.

Sonya Chiles, J.D. is a professor of criminal justice on the Rockville Campus where she teaches criminal justice courses. She has been with Montgomery College for 14 years. A former Rockville Faculty Council chair, she has been the recipient of the Outstanding Faculty Award for Montgomery College, and the National Institute for Staff and Organizational Development (NISOD) Award for excellence in teaching from the University of Texas. She has been involved in a variety of international activities including participating as a Council of International Educational Exchange (CIEE) Fellow in Ghana, U.S. State Department Fellow in the Dominican Republic, "Building Bridges, Crossing Borders", and most recently as a presenter at the 6th International Community College Conference in Cape Town, South Africa.
Gail Jenkins, M.A. is a professor of biology at the Takoma Park/Silver Spring Campus where she teaches human anatomy and physiology. She has served Montgomery College for 15 years. Ms. Jenkins received the Outstanding Faculty Award from Montgomery College and an Excellence Award for Outstanding Contributions to Teaching and Learning from the University of Texas. Ms. Jenkins has served as Faculty Council chair, department chair, faculty advisor and mentor, and on numerous committees during her tenure at Montgomery College.
Margaret Latimer, M.S. is a professor of mathematics on the Germantown Campus where she teaches mathematics courses and has just begun her second term as department chair. She has been with Montgomery College for seven years as a full-time faculty member, following ten years as adjunct faculty. She received the Outstanding Faculty Award and is a recipient of an Award of Excellence from the National Institute for Staff and Organizational Development (NISOD). She has served as Germantown Faculty Council chair as well as on a variety of committees at Montgomery College.
Harry Zarin, M.S. is an associate professor of student development at the Germantown Campus and has been with Montgomery College for 13 years. He has served a president of the American Association of University Professors Chapter and chief negotiator of the faculty contract, and he is the current president-elect. He has an in-depth understanding and unique relationship between the faculty and the College president in a collective-bargaining institution.

Kathleen Carey-Fletcher, M.Ed. is director of Auxiliary Services and has served the College for 17 years. Ms. Carey-Fletcher earned her master’s degree in human development and adult education. She has taught human development, brain development, multiple learning style theory, and early childhood education curriculum for more than 25 years. She is an adjunct professor and also teaches human resource training in the College’s Center for Professional and Organizational Development. Ms. Carey-Fletcher is currently a student in the Morgan State University Community College Leadership Doctoral Program.
Hercules Pinkney, Ed.D. is vice president and provost at the Germantown Campus and has served Montgomery College for six years. He is the chief academic and student services administrator for the Campus. Dr. Pinkney was named 2003 Educator of the Year by the African American Chamber of Commerce. He is the point person for an innovative project in collaboration with Montgomery County, The University of Maryland at College Park, business leaders, and others to construct a one million square foot life sciences and technology park, a County operated technology incubator, and a 130-thousand square foot bioscience center on the Germantown Campus. Dr. Pinkney served as the 2005 chairman of the board of directors of the Gaithersburg-Germantown Chamber of Commerce and has been an active member of the Maryland-India Business Roundtable.

Arlene Blaylock, Ph.D. is the senior research analyst in the Central Administration Office of Institutional Research and Analysis and is also an adjunct faculty member in the Department of Psychology. She has been employed by Montgomery College for more than 19 years. She is actively involved in a statewide organization that interacts with the statewide Community College President’s group and is responsible for coordinating the Trustee Information Program reporting requirements for the Board of Trustees.
Claudia Salas, A.A. is a customer service coordinator at the Gaithersburg Business Training Center and has served Montgomery College for five years. She is a graduate of one of the workforce training programs and was a student in a noncredit office skills program. She was hired as a temporary staff member in Workforce Development and Continuing Education and has advanced to her present position as supervisor.
Laura White, M.A. is program director of the Diversity Management Institute at the Takoma Park/Silver Spring Campus and has been employed by Montgomery College for more than six years. She focuses her efforts on systemic initiatives in diversity, cross-cultural relations, and cultural competency on campus, with the County government, and with community agencies, businesses, and advocacy groups. She brings her skills in training, development and communication, diversity, conflict analysis and resolution to this committee.

Teneriffe Mapp is a student at the Rockville Campus. He is a member of the Student Senate, and is the layout editor for the Advocate (Rockville’s student-run newspaper). He has attended and assisted with many College events, including Student Advocacy Day in Annapolis, New Student Orientation, County Council legislative hearings and receptions, and other activities.
Olukemi Onigbinde is a student at the Takoma Park/Silver Spring Campus. She is a pre-med major and is the 2006 Presidential Scholar nominee for the campus. She is a member of the Student Senate and is a volunteer on campus and in her community.
Lauren Payne is a student at the Germantown Campus. She will be a First Year Experience student ambassador this coming year and is focusing on a career in psychology.

Lon Anderson, M.P.A. is a 1970 graduate of the Rockville Campus and was employed in the President’s Office from 1976 until 1980. He also taught evening journalism classes. He is a past president of the Montgomery College Alumni Board of Governors and is director, Public & Government Relations, of AAA Mid-Atlantic. Lon’s mother is also a graduate of Montgomery College.

Douglas Firstenberg, B.A. has had a relationship with Montgomery College for more than ten years. He is currently chair of the Foundation’s Real Estate and Entrepreneurial Committee and played a critical role in the bond financing for the King Street Arts Center. He has worked tirelessly on the Germantown biosciences project and Takoma Park/Silver Spring parking garage project. Mr. Firstenberg is principal of Stonebridge Associates, a real estate development and advisory firm in Bethesda, Maryland.

Stewart Edelstein, Ph.D. is the executive director of the University System of Maryland Shady Grove Center and Universities at Shady Grove. Dr. Edelstein joined the University of Maryland in 1977 and for more than 20 years served as senior associate dean in the College of Behavioral and Social Sciences at the University. Since its inception, the Universities of Shady Grove has grown from 15 programs to more than 30, offering both day and evening classes. Dr. Edelstein has years of experience in the development of innovative instructional programs.

Charles Haughey, Ed.D. is president and past vice-president of the Montgomery County Board of Education. He has served as chair of the Board’s Research and Evaluation Committee and is also a member of the Audit Committee, and the Ad Hoc Committee on Special Education. He is co-chair of the Washington Area Boards of Education and is a former teacher and administrator. Dr. Haughey was a founding president of Partnership for Education Policy, has been a member and chair of the Rockville Planning Commission, the Rockville Advisory Commission on Public Education, and the Task Force on Goals for the Future. He has served on numerous other committees, including being the policy advisor to the National Governors Association.

Teresa Wright, M.A. is the English for Speakers of Other Languages (ESOL) parent outreach teacher for the Gaithersburg and Watkins Mill Clusters (14 schools) of Montgomery County Public Schools where she works with families of ESOL students, principally Hispanic. Prior to her current position she was a teacher of Spanish at the middle and high school levels for 15 years. She currently serves on the boards of the Hispanic Alliance, the Universities of Maryland at Shady Grove, and Identity (which serves Latino youth). She has been active in community affairs and has worked with Montgomery College to enhance opportunities for Spanish speaking members of the community including adult ESOL classes.
