Abstract: From the author's introduction:
"Many of the states with which Pennsylvania competes have
recognized that a strong, statewide community college network
linked to the future economy and quality of life of their regions
is an essential prerequisite to compete in the New Economy.
Pennsylvania has not made a policy commitment to such a statewide
capacity. Instead, Pennsylvania has evolved - not
through deliberate state policy but through expansion of separate
systems - a network of separate and largely uncoordinated
public institutions at a less-than-baccalaureate level. As
emphasized in the findings of this study, such an uncoordinated
network does not add up to an effective system for providing
community college services to each region of Pennsylvania." |
