Veterans Education Benefits

Helpful Information for the Military Community at MC

Montgomery College has various programs to offer active duty service personnel, veterans, and their dependents:

Are You Being Activated or Mobilized?

Montgomery College recognizes and appreciates the contributions of our local community serving in the US Military. To that end, the College has flexible withdrawal procedures for students who have been activated or mobilized.

Enrolled credit students who must withdraw because of being called to active military duty or being transferred because of related troop movements are provided a 100% refund of tuition and fees, upon presentation of a signed, written appeal and copy of military orders for the semester within which the effective date of withdrawal falls. This documentation should be turned in to the Campus Registrar or the VA Coordinator.

Students interested in utilizing Chapter 33 - Post 9/11 GI Bill benefits, should visit the VA’s website for information about these benefits and eligibility requirements to request a Certificate of Eligibility for the Chapter 33 benefits by submitting an updated VA form 22-1990 to the VA.

Students using the Post 9/11 GI bill must fill out Chapter 33 Promissory Note for Veterans Education Benefits and submit it to the VA Coordinator each semester.

Veterans with Post 9/11 time in service who are interested in transferring their education benefits entitlement to their dependents will need to apply to the Department of Defense to be approved for eligibility. For more information contact the VA at 1-888-GIBILL-1 (1-888-442-4551).

If you are not sure you should use Chapter 30,Chapter 1606, Chapter 1607, or Chapter 33 benefits, contact the VA at 1-888-GIBILL-1 (1-888-442-4551) for guidance.Once you have elected to receive Chapter 33 benefits, you may no longer access benefits under Chapter 30, Chapter 1606, or Chapter 1607. If you have time remaining under Chapter 30 and elect to receive Chapter 33 benefits, your time remaining will be transferred to Chapter 33. If you have exhausted your Chapter 30 benefits, you may be eligible to receive up to 12 additional months of benefits under Chapter 33; contact the VA at 1-888-GIBILL-1 (1-888-442-4551) for guidance.

Students who qualify for the Basic Allowance for Housing (BAH) under Chapter 33 will receive the BAH rate for Montgomery County, Maryland equivalent to the military pay grade of E5 with Dependents.

Students who qualify for the Book Allowance under Chapter 33 will pay for books at the bookstore at the time of purchase and expect the book allowance as repayment from the Department of Veterans affairs, which will arrive one month after classes begin.

IT WILL TAKE THE DEPARTMENT OF VETERANS AFFAIRS AT LEAST EIGHT WEEKS TO PROCESS YOUR APPLICATION.

If you are a new student at Montgomery College, you must first apply for admission, take the required placement tests, register for classes, and then email the VA Coordinator to schedule an appointment.

Requesting VA Benefits Each Semester

If you are a returning student, submit a Certification Request for VA Benefits form to the Office of Admissions & Records every semester you enroll at MC to have your enrollment submitted to the Department of Veterans Affairs for benefits. This form may be submitted by email to the VA Coordinator, by fax to (240) 567-5037, or in-person at any Office of Admissions & Records. This form must be submitted before the payment deadlines to ensure your classes are not dropped.

Any changes in your enrollment must be reported to the VA Coordinator by email immediately to avoid payment problems.

At the end of each month, you must verify your MC enrollment with the Department of Veterans Affairs by phone at 1-877-823-2378 or through WAVE. (Students using the Post 9/11 GI bill do not have to verify your enrollment with VA each month.)

If you make a change to your student record, including a major/curriculum change, registration add/drop, address change, etc.), you must notify the VA Coordinator by email to avoid interruption of your benefits.

Students must be in good academic standing. This means that you must successfully complete at least half of the courses in which you enroll and maintain a “C” average. To receive BAH, you must be enrolled in at least 7 credit hours with at least one class in-residence (on campus, not distance learning).

Students who do not attend their courses and/or do not drop before the refund deadlines will be responsible for repaying the VA the total amount of benefits for the semester.

Veterans under the Vocational Rehabilitation program (Chapter 31) must see a VA Counselor at the Regional Office prior to registration to get approval for classes. Vouchers for tuition and books cannot be issued until VA Coordinator has received the VA form 28-1905 from your VA Coordinator.

Benefits pay out just like pay during military training. It is very likely that you will be attending classes for one month before you receive any payment from the Department of Veterans Affairs.

Previous College Credit
Veterans who have previously attended college must submit an official copy of all their previous college transcripts to the Office of Admissions and Records on the campus you plan to attend:

It is your responsibility to ensure that all transcripts are received and evaluated; you will receive a copy of the evaluation in the mail.  It is your responsibility to ensure that prior training is not repeated.  When in doubt, do not pursue the course until an evaluation has been completed.  You will be certified for one semester only in a “pending” status; future certification will not be done until an evaluation has been completed.

PLEASE NOTE:  MC is a member of Service members Opportunity Colleges [SOC].  SOC is established to help Active Duty personnel in the Army, Navy, Marines and their dependents graduate College.

SOC is advantageous for students who intend to graduate from MC but anticipate a change of duty station before graduation, as the SOC agreement allows for credits to transfer back to MC for degree completion.  Likewise, MC’s courses are recognized by SOC, so student who plan to graduate or transfer to another college or university also benefit from SOC agreements established at other schools. Students interested in initiating a SOC agreement with MC should submit the Request to Initiate a SOC Agreement to the Office of Admissions and Records on your campus.

Withdrawal Policy

Students who withdraw from courses which alter their benefits after the College’s official Add/Drop period, will be charged by the Veterans Administration with an overpayment dating from the first day of classes unless there is a “legitimate reason”.  The Veterans Administration considers a legitimate reason to be: illness, a new job, altered work hours, transfer to a new locality, etc.  Involuntary withdrawals due to reasons listed should be done in the Office of Admissions and Records; bring supporting documentation. It is your responsibility to notify the VA Coordinator by email of your withdrawal from classes.

There is a special policy for students who are activated or mobilized.

Tutorial assistance may be paid to students under Chapters 30, 32, 33, 35, and 1606. Tutorial assistance helps the student pay for necessary tutoring and is a supplement to the student’s regular education benefit.

The monthly rate may not exceed the cost of tutoring or $100. The maximum amount payable is $1200. The student, the tutor, and the VA Coordinator must complete VA Form 22-1990t. The application may be submitted at the end of each month or combination of months; the application must be signed and dated on or after the date of the last tutoring session certified.

All of the following criterion must be met for a student to be eligible for tutorial assistance:

  • The student must be enrolled at least half-time.
  • The student must have a deficiency in a course that is part of his or her approved program.
  • The student must be enrolled in the course during the same semester or term in which the tutoring was received for that course. Tutoring may not occur between semesters or terms.

State of Maryland Scholarship Program

The State of Maryland has a Veterans of the Afghanistan and Iraq Conflicts Scholarship Program, which provides financial assistance to United States armed forces personnel who served in the Afghanistan or Iraq Conflicts, and their sons, daughters or spouses who are current high school seniors, and full-time and part-time, degree-seeking undergraduate students enrolled in an eligible accredited Maryland postsecondary institution. The award is 50% of MC’s annual tuition and fees.

Please note: Maryland residents seeking Maryland State aid need to always submit a FAFSA by March 1. Even if the previous year’s tax return is not yet completed, students should still apply for financial aid using the latest tax return information available. When the correct return is available, students are required to correct their FAFSA.

Another scholarship opportunity is available to Montgomery College students that are veterans of Operation Iraqi Freedom (OIF) or Operation Enduring Freedom (OEF), through The Fund for Veterans Education. Scholarship recipients are selected primarily on the basis of financial need; length of military service (number of months and number of tours served) is also considered.
