MR. REGINALD FELTON
(2007-2013) First Vice Chair, Board of Trustees Mr. Felton was elected First Vice Chair of the Board of Trustees in 2011. He was appointed to the Board on July 1, 2007 for a six-year term. He serves as the director of federal relations at the National School Boards Association (NSBA) where he is responsible for developing and implementing comprehensive legislative strategies and representing the interests of local school boards and NSBA at the federal level on a variety of critical issues affecting student achievement in public education. Prior to his affiliation with NSBA, he was a senior executive with the U.S. Department of the Navy. He has also served as mayor and commissioner of Highland Beach, Maryland; as president of the Silver Spring Center Citizens Advisory Board; and president of the Silver Spring Armory Citizens Advisory Board. From 1994 to 2004, he served as an elected member of the Montgomery County, Maryland, Board of Education. Mr. Felton holds a B.A. degree in sociology from Howard University, and an M.S. degree in urban studies from Tulane University. Mr. Felton resides in Washington, D.C. |

MS. MARSHA SUGGS SMITH
(2009-2016) Second Vice Chair, Board of Trustees Ms. Smith was elected Second Vice Chair in 2011. She was appointed by Governor Martin O'Malley to the Board of Trustees effective July 1, 2009 for the remainder of a term of six years from July 1, 2004, and was reappointed to a six-year term in 2010. Ms. Smith was with the National Education Association from 1992-2008, where she served on the Board of Directors and the Executive Committee and worked with members around the country that focused on quality teaching and learning in public schools. Ms. Smith also worked for more than 30 years as a team leader resource teacher and assistant athletic director in Montgomery County Public Schools. She has a bachelor's degree in education from Tuskegee University. Ms. Smith resides in Olney. |

Ms. Gloria Aparicio Blackwell
(2009-2014) Ms. Blackwell was appointed by Governor Martin O'Malley to the Board of Trustees effective July 1, 2009 for the remainder of a term of six years from July 1, 2008. Ms. Blackwell serves as the assistant to the vice president of administrative affairs at the University of Maryland. She has also served as an equity officer from 2000-2003 and the facilities management safety & health manager from 1997-2000. She holds a B.S. in Industrial Technology - Safety & Fire Science from the University of Maryland College Park, and a M.S. in Management - Human Resources Track from the University of Maryland University College. Ms. Blackwell resides in Gaithersburg. |

Mr. JONATHAN JAYES-GREEN
(2011-2012) Mr. Jonathan Jayes-Green attended John F. Kenney High School in Silver Spring where he earned a 4.04 GPA and over 1,000 Community Service Learning Hours. He has worked as a community representative for Maryland State Delegate Sheila Hixon as well as serving as an intern for Montgomery County Councilmember Nancy Navarro. Originally from Panama, Jonathan is the co-founder and president of the Immigrant’s Rights Organization on the Rockville Campus of Montgomery College and the co-founder of the Do Something Now Club, whose members dedicate themselves to community service and raising awareness of global issues. Among many other awards, Jonathan is the recipient of the 2011 Youth Achievement Award by the American Immigration Council, the 2010 Public Service Award by Congressman Chris Van Hollen and the 2010 Community Service Kennedy High School Student of the Year by the Wheaton and Kensington Chamber of Commerce. Jonathan resides in Silver Spring.

DR. LESLIE S. LEVINE
(2009-2015) Dr. Leslie Levine was appointed to the Board of Trustees in September, 2009 for a six-year term. He has lived in Montgomery County for more than 35 years and has contributed to the economic growth and development of the County through his business and through volunteer activities. In 1973 he co-founded a successful high tech manufacturing company, Fusion Systems Corporation, based in Rockville. Fusion created hundreds of good jobs for County residents, including dozens of recent immigrants, over its 24-year history. He served on the County Economic Advisory Council for over a decade and was on the Board of the Montgomery County High Tech Council. He also served on the Board of the Jewish Vocational Services and Bethesda Jewish Congregation, active in Leadership Montgomery, the Board of the National Philharmonic, and the Advisory Board of the Maryland Technology Development Center, a high-tech incubator. Dr. Levine serves on the Board of Advisors for the Macklin Business Institute at Montgomery College and over the last several years he has done informal pro bono consulting regarding the new biotech incubator and the industrial park at the Germantown Campus, as well as for Workforce Development and Continuing Education. Dr. Levine holds a Ph.D. in physics from Columbia University and resides in Bethesda. |

DR. DERIONNE POLLARD
Dr. Pollard’s community college career began at College of Lake County
(Ill.) in 1995 as a faculty member in English. She developed the
institution’s award-winning New Faculty Institute and its Center for
Teaching and Learning. After several progressive administrative positions,
Dr. Pollard was selected as the vice president of educational affairs in
2005 where she served until her appointment as president of Las Positas
College. She received her Ph.D. in educational leadership and policy studies
in higher education from Loyola University Chicago, and her M.A. and B.A. in
English from Iowa State University. |
