Regents Scholarships

Full-Tuition Scholarships at University System of Maryland Institutions

The Regents Scholars Program is the most prestigious scholarship awarded by the University System of Maryland. The Gross,  Kelly, and Weinberg scholarships cover the entire cost of in-state tuition, mandatory fees, on-campus room and board as well as providing a stipend to defray other academic expenses. Generally, they award 3 Regents for full-time students and one Regents for a part-time student and up to five partial transfer scholarships for all Maryland Community College transfer students. Early College Students apply as Freshmen to Maryland state institutions, so they are not eligible for this scholarship

Regents Scholars are selected on the basis of demonstrated academic ability. Strong motivation, exceptional character and a record of extracurricular accomplishments are also factors in the selection process. Preference will be given to Maryland residents (both U.S. citizens and permanent residents). The deadline to submit Regents Scholarship Application Packet to your MC campus representative is on May 3, 2023.

Program guidelines and eligibility requirements can be found in the FAQ (PDF, Get Adobe Acrobat PDF Reader - Link opens in new window) .  There are three application forms, students may apply for more than one of these scholarships but can submit one set of required documents as well as application forms for all the scholarships for which they want to be considered. 

How to Apply

Each packet must include the following documentation: 

  1. Scholarship application:
    • Gross Application (PDF, Get Adobe Acrobat PDF Reader - Link opens in new window) : The Gross Regents Scholarships for Transfer Students are generally awarded to Maryland community college transfer students who have received the Associate’s degree with a 4.0 Grade Point Average.
    • Kelly Application (PDF, Get Adobe Acrobat PDF Reader - Link opens in new window) : The Kelly Regents Scholarships for Transfer Students may be awarded to Maryland community college transfer students who have completed a minimum of 56 credits with a 3.8 or higher Grade Point Average and have demonstrated financial need.
    • Weinberg Application (PDF, Get Adobe Acrobat PDF Reader - Link opens in new window) : The Weinberg Regents Scholarships for Part-Time Students are generally awarded to Maryland community college transfer students who have received the Associate’s degree with a 4.0 Grade Point Average.
  2. The SAR report from your FAFSA to demonstrate financial need.
  3. Personal statement of your educational and career goals.
  4. Official copy of your MC transcript and an unofficial copy of your transcripts from all previous colleges attended. Official copy of your MC transcript must be submitted virtually.
  5. Résumé or listing of your extracurricular and community activities.
  6. Evidence of your scholarly and creative activities – limit of two items (can include copies of artwork, photos, creative projects, research papers, published material, honors, awards, etc.).
  7. One or two letters of recommendation from faculty or staff members at MC.

All of your application materials must be submitted to the portal by May 3 at 11:59 p.m. This allows us time to select the nominees, get the nomination letters from the President's Office and submit the applications by the June 1 deadline.

Dr. Laufe, lucy.laufe@montgomerycollege.edu, is the college representative for the Regents Scholarship. The college will have an internal review process of the nominees and is able to nominate a total of 3 candidates for these scholarships. An institutional nomination letter will be written for each of the nominees. The college is also responsible for submitting the nomination packets by June 1. In addition, we will submit all of the other applications as students can self-nominate.
